The Office of Pipeline Safety is mandating that every pipeline subject to 49CFR192 (Gas Distribution and Transmission) and 49CFR195 (Liquid/Hazardous Material) must comply with the new Operator Qualification Guidelines. These guidelines stipulate that every pipeline controller must be evaluated and qualified to "perform assigned covered tasks, and recognize and react to abnormal operating conditions". This requires the implementation of a transient pipeline training simulator to provide operators with the ability to respond to system logic failures, communication failures, leaks and ruptures, loss of compression, mechanical failures, exercise all emergency response procedures, and perform normal but infrequent operations. The implementation of FERC 636 and the GISB guidelines are making the pipeline operational environment much more competitive. The implementation of On-line pipeline modeling applications is becoming a requirement to compete in the industry. These applications include such features as inventory management (line pack/draft, survival time, or batch/pig tracking), composition analysis for multi-component (wet gas) pipelines, odorant or DRA analysis, look-ahead projections, instrument analysis, operating schedule validation, over/under analysis, computer aided decision support, and connection into the corporate business information system. The Office of Pipeline Safety is incorporating the API 1130 document for Computational Pipeline Monitoring into 49CFR195. This sets the guidelines for all new leak detection systems that will be implemented in the future. Pipeline Services Corporation is experienced in leak detection systems, and will provide the consulting expertise to ensure that the leak detection system will be compliant with the Federal guideline and that it will be as effective and technically advanced as possible. Upon selection of the successful vendor for pipeline modeling, SCADA, or a training simulator, the project management phase begins. Pipeline Services will provide the interface between the vendor company and your pipeline. This will allow the technical questions relating to implementation and contract interpretations to be fielded with experience and an understanding of the art of simulation and SCADA implementation. The implementation of a training simulator implies that there will be some form of an operator training program in place. The responsibility for the development of the training program, the documentation of the tests, and the eventual certification of the pipeline operators will most likely rest with your training department that probably already exists.
