Pipeline Training Simulation

The Office of Pipeline Safety is mandating that every pipeline subject to 49CFR192 (Gas Distribution and Transmission) and 49CFR195 (Liquid/Hazardous Material) must comply with the new Operator Qualification Guidelines. These guidelines stipulate that every pipeline controller must be evaluated and qualified to "perform assigned covered tasks, and recognize and react to abnormal operating conditions". This requires the implementation of a transient pipeline training simulator to provide operators with the ability to respond to system logic failures, communication failures, leaks and ruptures, loss of compression, mechanical failures, exercise all emergency response procedures, and perform normal but infrequent operations.

Pipeline Services Corporation provides a unique perspective for this industry, because of the years of experience in developing and managing real time operator training simulators and working directly with the development of the test procedures and program. The development of a Federally compliant training environment will be implemented with the long range understanding that the SCADA system, the On-line model, the Leak detection system, and the training simulator must all work in conjunction with each other.

On-line Pipeline Modeling

The implementation of FERC 636 and the GISB guidelines are making the pipeline operational environment much more competitive. The implementation of On-line pipeline modeling applications is becoming a requirement to compete in the industry. These applications include such features as inventory management (line pack/draft, survival time, or batch/pig tracking), composition analysis for multi-component (wet gas) pipelines, odorant or DRA analysis, look-ahead projections, instrument analysis, operating schedule validation, over/under analysis, computer aided decision support, and connection into the corporate business information system.

Beyond simply providing the information, Pipeline Services Corporation will ensure that the model is incorporated into the SCADA environment, with information compatible with the business information system. Please refer to the paper presented at ENTELEC '98 specifically addressing this integration and coordination of the different pipeline operational components.

Leak Detection Analysis

The Office of Pipeline Safety is incorporating the API 1130 document for Computational Pipeline Monitoring into 49CFR195. This sets the guidelines for all new leak detection systems that will be implemented in the future. Pipeline Services Corporation is experienced in leak detection systems, and will provide the consulting expertise to ensure that the leak detection system will be compliant with the Federal guideline and that it will be as effective and technically advanced as possible.

Pipeline Services Corporation will also provide a review of your pipeline, the metering, the communications, and SCADA system to help identify minimum leaks that could be detected, the minimum location that could be found, and any changes that could be made to the pipeline to improve the leak detection capability. Following this review, Pipeline Services Corporation will assist with all stages of selection, oversight, implementation, and compliance.

SCADA System Replacement

With the introduction of the Windows NT operating environment and high speed Pentium computers, the control systems industry is in the middle of redefining itself. SCADA companies are all developing new releases of their product to compete in the new environment. Whether your pipeline company is replacing your SCADA system because of aging and difficult to maintain computer hardware, because of year 2000 compliance problems, expansion limitations, or because of a desire to integrate all of the business systems in your company together, Pipeline Services Corporation can provide the expertise necessary to negotiate the SCADA system upgrade.

Included with this capability is the bigger picture view of how the On-line model, the training simulator, the SCADA system, and the business systems can work together. The development of the specification is performed with this concept in mind.

Project Management

Upon selection of the successful vendor for pipeline modeling, SCADA, or a training simulator, the project management phase begins. Pipeline Services will provide the interface between the vendor company and your pipeline. This will allow the technical questions relating to implementation and contract interpretations to be fielded with experience and an understanding of the art of simulation and SCADA implementation.

Program management will include the identification and gathering of all required data, technical dispute resolution, project status meetings, regular status reports, development of the Factory Acceptance Test document, and oversight of the Factory and Site Acceptance Tests.

Certification Program

The implementation of a training simulator implies that there will be some form of an operator training program in place. The responsibility for the development of the training program, the documentation of the tests, and the eventual certification of the pipeline operators will most likely rest with your training department that probably already exists.

Pipeline Services Corporation provides the service of assisting your training department with the development of an initial training program and practices. This service includes a complete review of your pipeline emergency response procedures, comparison with the Department of Transportation - Office of Pipeline Safety guidelines, and then the development of training scenarios which will exercise each of the different response procedures.

Pipeline Services will assist in the transition of the training simulator into a successful training program which will benefit the operator, comply with government regulations, and provide your pipeline with an entirely new public relations option, Pipeline Safety.

49CFR192 & 49CFR195 Compliance

Compliance with the Code of Federal Regulations extends beyond purchasing a training simulator, and developing training scenarios. The requirement for compliance with the guidelines includes the development of an approved written qualification program containing the following components:
  • Identify covered operational tasks and emergency responses
  • Development of Emergency Response Procedures
  • Establish a recurring evaluation program ensuring maintained qualification
  • Review of pipeline incidents to evaluate responsibility of operators involved
  • Implement continuing communications mechanism for modifications to pipeline operation
  • Identify interval for evaluation required for each of the identified tasks
  • Evaluation record keeping

Pipeline Services Corporation will interview your company's different organizations, review current policies, and develop recommendations for a program that will comply with the Office of Pipeline Safety guidelines.
