for Operator Qualification Record Keeping
Columbia, Maryland, November 10, 1998 - Pipeline Services Corporation (PSC) today announced an agreement with the Midwest Energy Association (MEA) and The Energy Training Network (ETN) to offer PSC's QualifierTM record keeping system to their association members and customers. This agreement allows ETN/MEA to provide the QualifierTM at a substantial discount.
QualifierTM is an operator qualification record keeping software system specifically designed to help pipeline and utility companies comply with the new Operator Personnel Qualification Regulation of the Department of Transportation's Office of Pipeline Safety. An industry-consensus Covered Task List, mandated by the new Rule, has been developed by The Energy Training Network, will be integrated into the QualifierTM software program. Training records from the ETN training modules will also be included.
For over thirteen years, the senior staff of Pipeline Services Corporation has provided operator training knowledge and expertise to the pipeline and utility industries, and is committed to helping organizations comply with the new Operator Qualification Rule.
"This agreement with the Midwest Energy Association and The Energy Training Network further underscores our desire to provide the highest level of products and services to the industry", said Kenneth Hanks, President of Pipeline Services Corporation. "By establishing QualifierTM as their standard record keeping and reporting mechanism, ETN and MEA have now completed their Operator Qualification solution. With their consensus Covered Task List correlated with industry-leading training modules and our QualifierTM program, ETN/MEA now presents a complete solution for compliance with the operator qualification regulation."
The Energy Training Network, a national consortium of energy companies in all 50 states, is managed for the industry by the Midwest Energy Association. "ETN is the premier provider of training solutions to the pipeline and utilities industries", said Dan Rust, Executive Director of The Energy Training Network. "ETN has helped over 300 utilities, pipelines, and municipalities throughout the United States and Canada implement cost-effective training programs that improve front line employee productivity, increase safety, and ensure compliance with complex government regulations".
